General Health Insurance Requirement Summary
All Noorda-COM students must maintain comprehensive, ACA-compliant health insurance coverage throughout the entire academic year, including active enrollment periods, leaves of absence, academic suspensions, and breaks between semesters.
Students must either:
- Enroll in the Noorda-COM-sponsored Student Health Insurance Plan through HSA Consulting (HSAC), or
- Submit proof of qualifying alternative coverage by the published waiver deadline.
Students who do not submit an approved waiver will be automatically enrolled in the student health plan and charged the applicable premiums. Once enrollment is finalized, premiums are generally nonrefundable.
Acceptable alternative coverage may include employer-sponsored plans through a parent or spouse, VA benefits, COBRA, and certain qualifying individual plans that meet Noorda-COM’s coverage requirements. Clinical students must have nationwide comprehensive coverage and may not waive coverage using Medicaid.
Students are responsible for maintaining continuous coverage and promptly reporting any loss of insurance. Failure to comply with the health insurance requirement may result in enrollment in the student health plan, assessment of premiums, and potential academic consequences.
Short-term, travel, and international insurance plans do not qualify for a waiver. Students whose waiver requests are denied may appeal according to the procedures outlined by the College.

- The Noorda-COM student insurance plan is an annual policy plan. The payment for the student insurance plan is paid by semester and billed to your student account.
- All students must either waive or enroll in the Noorda-COM student health plan.

- If you are currently enrolled in the Noorda-COM Student Plan and wish to continue: No action is required – your coverage will automatically renew each policy year unless an acceptable waiver is submitted and approved.

Waiver Process
If you have your own health insurance and want to opt out of the Noorda-COM Student Plan, you must meet all waiver requirements set forth by Noorda-COM. HSAC/OneDigital does not make exceptions to Noorda-COM policy or extend deadlines.
✅ If You Already Have an Approved Waiver:
- No need to resubmit. HSAC/OneDigital will re-verify your coverage.
- If your waiver is found invalid or insufficient, you will be notified to resubmit by your required deadline.

Waiver Deadline for all students: July 31, 2026
📌 Clinical Students (3rd and 4th year):
- Clinical students must have comprehensive coverage (in-network and out-of-network coverage) throughout the United States
- Clinical students are not permitted to waive with Medicaid coverage
- HMO plans and limited network coverage plans do not qualify for clinical years
While HSAC/OneDigital will notify you if your waiver coverage fails to meet clinical site waiver criteria, it is the responsibility of each student to review the Noorda-COM waiver policy and ensure that their insurance coverage meets the requirements for waiving during their clinical years. Missing an email notification from HSAC/OneDigital or Noorda-COM about insufficient insurance coverage during your clinical years will not excuse you from the Noorda-COM waiver requirements.
Waiver Denial Appeal
If your insurance waiver is not approved, you may request an appeal review by Dean Himmelsbach, Associate Dean for Student Affairs. Please contact the Office of the Registrar at registrar@noorda.edu for a link to the appeal form.
📌 Individual Marketplace Plans
Allowed with the following requirements:
- Deductible for individuals/families must not be more than $2,500.00
- HSAC/OneDigital will verify these plans quarterly
- Must have a provider network in the Utah area for primary care, specialty, hospital, and diagnostic care
